In the black cells beneath the Red Keep, Varys visits Ned in disguise, bringing water and a proposition dressed as arithmetic: confess to treason, take the black and vanish to the Wall, and Sansa ÔÇö the one piece of leverage Ned still has any power to protect ÔÇö lives. Varys is neither cruel nor especially warm about it; he simply lays out the numbers of the thing, the realm's stability weighed against Ned's pride, and tells him plainly that honesty has already lost this particular argument. 'The realm bleeds, Lord Eddard,' he says, and means it less as manipulation than as the truest thing anyone has told Ned since he arrived in this city.
The scene forces Ned into the one bargain his entire moral framework has never had to make before: not honor against expedience, but his own name against his daughter's life, with no honorable option available at all. Varys's flat, almost bureaucratic delivery of the offer is what makes it land ÔÇö this isn't a villain gloating, it's a man who has made his peace with doing ugly, necessary things for a greater stability, offering Ned the same ugly bargain and daring him to refuse it now that a child's life is actually on the table.
