The fuller tale

Pentos is a wealthy Free City of canals and colored domes, governed by a council of magisters whose fortunes run on trade with Westeros rather than on the narrow sea's older, murkier business of exiles and mercenary companies. Unlike Tyrosh or Lys, Pentos keeps itself carefully uninvolved in the Blackfyre exiles' scheming in Dunk and Egg's era — a magister's wealth depends on being trusted by whoever eventually wins any given quarrel, and Pentosi merchants have found it considerably more profitable to sell wine and cloth to both sides of a Westerosi dispute than to bet on either one.
