Xaro Xhoan Daxos, the Qartheen merchant prince who once tried to buy Daenerys with promises and thirteen ships, arrives in Meereen still selling the same pitch with a new price tag: sail away, be a queen somewhere convenient, and let Meereen sort out its own mess. Daenerys, freshly grieving Hazzea and newly aware of what her free dragon can do to a farmerÔÇÖs child, answers him not with fire but with chains ÔÇö she has Viserion and Rhaegal, the two dragons she can still reach, shackled deep beneath the Great Pyramid, a decision that costs her something every reader can feel even through the page.
The scene is a masterclass in Daenerys refusing the easiest version of herself twice over: she turns down XaroÔÇÖs offer of an escape from responsibility, and she turns down the instinct to answer horror with more horror, choosing restraint over vengeance for the sake of children she will never meet. Chaining her own dragons is presented as an act of conscience that will not read as one to history ÔÇö a queen who tames herself instead of her enemies, in a story that will spend the rest of the book testing whether restraint like that can survive contact with power.
