The North's only true city, a clean white port at the mouth of the White Knife, held by House Manderly for the Starks.

The fuller tale

White Harbor is the NorthÔÇÖs only true city, and it looks like nowhere else in the North ÔÇö whitewashed walls, clean cobbled streets, a hill crowned by the New Castle and a sept as well as a godswood, because the Manderlys brought the Seven with them when they came. And they did come: driven from the Reach a thousand years ago, the Manderlys were taken in by the Starks and given the mouth of the White Knife, and have spent ten centuries proving that adopted loyalty can outlast the born kind. Their mermen banners, their fat purses and their genuine devotion make them the strangest thing in the North ÔÇö southern in manner, northern to the bone.

Lord Wyman Manderly is the warÔÇÖs great performance artist. Too fat to sit a horse, mocked at every court, he plays the craven collaborator ÔÇö feasting Freys, mouthing loyalty to the Boltons ÔÇö while running the NorthÔÇÖs quietest counter-conspiracy: ships built in secret, a smuggler knight sent hunting a lost Stark heir, and a vengeance served, if the darkest reading of his wedding pies is right, at the BoltonsÔÇÖ own table. His whispered creed to a man he pretends to condemn ÔÇö the North remembers ÔÇö becomes the watchword of everything that follows.

In the storyÔÇÖs architecture White Harbor is the proof that the Stark compact was never about fear. The Boltons can seize Winterfell; they cannot seize this ÔÇö a thousand years of chosen loyalty, compounding interest in a city the wolves once gave to strangers. When the North rises, it rises because places like White Harbor decided the debt was still owed.

The city is effectively a books-only setting. DavosÔÇÖs embassy to White Harbor ÔÇö the mocking court, the false execution with a criminalÔÇÖs head shown in his place, the secret charge to find Rickon Stark on Skagos ÔÇö is one of the sagaÔÇÖs best late arcs, and the show omits the city, the mission and very nearly the Manderlys themselves, reducing ten centuries of merman loyalty to a banner in a crowd scene.
