The enemy fleet is sighted at last, and King’s Landing’s long preparation collapses into motion — Tyrion arms the walls, floats the great chain across the river mouth, and runs through every contingency he’s built with the specific, grinding anxiety of a man who knows exactly how much could still go wrong. There’s no more time left to improve the defense; whatever he’s built is what the city will fight with.
The chapter’s real subject is Tyrion’s self-scrutiny in the last calm hour before the battle — forgiving himself nothing that might have been done better, running back over decisions he can no longer revise. It’s the quiet before the Blackwater’s fire, and the book uses it to make clear how much of the coming battle’s outcome already rests on choices Tyrion made chapters ago, chain links and wildfire jars counted long before anyone could see the fleet that would test them.
